Juarez brought in Sanchi Galara, Sart Godinez and Lucas Romero this summer, while Mosquera has left the club.
Puebla, meanwhile, have seen defender Gularadi depart, with Esteban Rosinno, Owen Gonzalez, Miguel Ramirez, Ariel Gamara, Angelo Araujo and Juan Vargas also leaving in succession.
There are no reported suspensions, injury doubts or absentees for either side.
Juarez finished 12th in last season's Clausura with 19 points and missed out on the playoffs. Their attack showed promise at times with 26 goals scored, but a leaky defence proved costly after conceding 32. The club have tried to freshen things up this season by adding new faces such as winger Sanchi Galara and midfielder Lucas Romero, although the loss of key defender Mosquera is certain to affect the back line.
Even so, this looks like a good chance for Juarez to start the campaign with a win against a Puebla side whose strength has dropped further. Puebla endured a poor season last term, finishing 17th with just 13 points. They won only three of 17 league matches, scoring 13 and conceding 26.
Puebla have also undergone major squad changes, with several first-team level players moving on. Defender Gularadi's transfer in particular is set to further weaken their defensive options. The team badly need more attacking punch and a steadier back line, but there has not yet been any clear sign of reinforcements, making them hard to trust.
Juarez were far from perfect last season, but they still carry more attacking threat than Puebla and also have home advantage for the opener. After years of struggles and frequent turnover, Puebla remain one of the toughest teams to back with confidence. Juarez should have enough to get the job done, so the pick is a home win.
In the last five league meetings between the two sides, Juarez have recorded three wins and two draws. Their most recent league clash, in April last year, ended 1-1.
